Product Overview: Top-care S2 is a nonionic emulsifier with an HLB of 3, lipophilic and waxy. A commonly used water-in-oil emulsifier for cosmetic and pharmaceutical ointments, often paired with S21. It gives a nourishing feel and suits cost-effective skin care formulas.
